The Canada South East Asia Regional HIV/AIDS Programme (CSEARHAP) is an initiative sponsored by the Canadian International Development Agency (CIDA) in response to the issues and nature of HIV vulnerability among mobile populations.

Who is CSEARHAP?

CSEARHAP (seeRHAP, n):
• a four-country program serving regional HIV/AIDS prevention partners and going into partnership with and coordination among GO, NGOs, civil societies and mobile populations to create safer communities for all.
• a programme specifically targeting mobile and migrant populations.

CSEARHAP has
three consortium members: CARE Canada, HealthBridge Canada, The Canadian Society for International Health (CSIH)

four country partners: National AIDS Authority (Cambodia), National Committee for the Control of AIDS Bureau (Lao PDR), Ministry of Public Health (Thailand), Ministry of Labour, Invalids and Social Affairs and Ministry of Health (Vietnam)

and several partners: UNESCAP, IOM, APN+, Red Cross, Policy Project, Migrant Forum in Asia, FHI, and ILO.

1. Consortium members:

Established in 1946, CARE Canada has continued its commitment to humanitarian assistance with long term development programmes in water and community health, agro-forestry and conservation, small enterprise and income generation. CARE Canada operates projects in 48 countries.

HealthBridge Canada is a non-profit, non-governmental organization whose goal is to improve health, especially the health of women and children, in developing regions of the world. Its mission is to increase the effectiveness, availability and appropriateness of practices and technologies used in primary health care. The organisation has experience in over 30 countries in Africa, Asia, Latin America and Caribbean, and Canada.

The Canadian Society for International Health (CSIH) is a national non-governmental organization with members committed to the promotion of international health and development. CSIH members offer a solid network of experts and experience with the Canadian government, international agencies, non-governmental organizations and academia. This network facilitates and supports health and development activities around the world through the mobilization of Canadian and other resources.

2. Country partners:

Cambodia: The National AIDS Authority (NAA), which is an inter-ministerial body, was established in January 1999. The NAA consists of a secretariat, 26 line ministries, the Cambodian Red Cross and 24 provinces. It is responsible for formulating and monitoring the national response to HIV/AIDS and coordinating with UN agencies, donors, and major NGOs.

Lao PDR: Formed in the 1990s, the National Committee for the Control of AIDS Bureau is in charge of policy matters related to HIV/AIDS prevention and control in Laos. The committee consists of 14 members from 12 government ministries.

Thailand: The Ministry of Public Health, established in 1942, is a government agency that serves as the national authority on all functions related to health promotion, prevention and control of disease and injury, medical care, rehabilitation and food and drug administration. The ultimate goal of the Ministry is to ensure better health for all.

Vietnam: The Ministry of Labour, Invalids and Social Affairs is an agency of the Government responsible for state administration over issues related to labour, employment, occupational safety and health, vocational training, benefits for injured soldiers and martyrs, national devotees, social assistance, anti-social evils (generally addressed as labour, invalids and social affairs) all over the country.

The Ministry of Health is a governmental body performing the governmental management of health care and protection, including preventive medicine, treatment, rehabilitation, traditional healing, cosmetics, food security, and medical equipments.
